Non-revenue water (NRW) refers to the difference between the amount of water a utility produces and the amount it bills to customers. This means it’s water that is lost or unaccounted for within the system before it reaches a paying consumer. 

  • Real losses: These are physical losses, primarily due to leaks in pipes, mains, and service connections. 
  • Apparent losses: These include metering inaccuracies, unauthorized consumption (theft or illegal connections), and unbilled authorized uses (e.g., firefighting, flushing). 
  • Unbilled authorized consumption: This is water used for legally sanctioned purposes that are not billed, such as firefighting or system flushing.
